From my experience, companies that hire research scientists have a strong scientific team whereas companies that hire research engineers know they need some highly skilled people but do not really know what will be the output of their work. Meaning that the engineers focus on building pipelines, frameworks, simulations, or productionizing models, whereas the more research-y jobs focus more on prototyping and building models.
